Senior Transportation Engineer

Summary

The City of Bend Transportation and Mobility Department is actively recruiting for one (1) full-time Senior Transportation Engineer. This opportunity is a non-represented, FLSA exempt position (not eligible for overtime). The position reports to the Assistant City Engineer in the Transportation and Mobility Department and may supervise Engineering Technicians.

Summary

The City of Bend is actively enhancing our multi-modal transportation system for all users by building projects and implementing programs including support for a recent Transportation Plan update and a ten-year General Obligation Bond. The ideal candidate for this position is a self-motivated senior-level engineer that supports projects and programs by applying their multi-modal transportation experience to expand travel options and improve safety for people of all ages and abilities.

The successful candidate will have strong collaboration and communication skills to work with other departments, agencies, and the public. The candidate will have proven experience in managing transportation programs, managing small to mid-size construction projects, performing transportation related development review, seeking grants, managing assets, resolving citizen inquiries, and mentoring staff.

Independently applies extensive and diversified knowledge of engineering principles and practices in broad areas of assignments and related fields. Uses advanced techniques in the modification or extension of theories and practices of sciences and disciplines to complete assignments. Works on a major project or several projects of moderate scope with complex features.

Duties And Responsibilities

The individual in this position is expected to engage in the following work-related activities.

  • Responsible for overall project management and delivery of major project or several projects of moderate scope with complex features. Including concept development, preliminary through final design, specifications, contract documents, public and stakeholder outreach, internal and external coordination and communication, documentation, budget and cost tracking, scheduling, reporting, and construction management including inspection and quality assurance/quality control.
  • Reviews relevant documents pertaining to the project(s) prepared by others.
  • Administers, controls, and performs specific engineering activities in the areas of design, construction inspection, traffic, right-of-way, etc.
  • Works with other City staff to plan project completions, resolve schedule conflicts, establish priorities, and coordinate work outside the department.
  • Reviews plans, accepts or rejects completed work, techniques and materials and recommends alternative approaches. Refers sensitive situations to superiors. Consults with manager and provides solution to sensitive situations.
  • Responsible for developing and administrating the approved budget, takes the lead on establishing and monitoring against the project budget, including reporting and related accounting functions.
  • Has accountability for all expenses within a project and/or program and reports concerns regarding meeting budget goals.
  • Represents the department in meetings with consultants in regard to assigned project and/or program.
  • Ensures project and/or program remain within expected costs and evaluates proposed projects and/or programs and assists in establishing priorities in conjunction with budgets.
  • Complies with safety requirements of the position and actively promotes safe work practices.
  • In an emergency event or an officially declared State of Emergency, responds as directed to ensure the restoration of essential public services, facilities and infrastructure.
  • Performs related duties as necessary to achieve the objectives of the position.

  • Maintain working knowledge of civil engineering methods and practices for engineering planning studies, designs, plans, specifications, estimates, and reports as applied to civil engineering, construction, and traffic studies.
  • Maintain working knowledge of project management principles and applying level engineering technical principles and practices.
  • Maintain working knowledge of technical drafting principles, and interpreting and utilizing engineering plans, maps and specifications.
  • Maintain working knowledge of governmental procurement principles and practices, competitive bidding requirements.
  • Maintain working knowledge of contract administration and maintenance principles and practices; applicable Federal, State, and local laws, rules, regulations, and codes.
  • Maintain working knowledge of principles and practices for effective negotiation, and governmental accounting practices and processes.
  • Maintain working knowledge of fundamental elements and best practices for preparing project and/or program budgets.
  • Maintain working knowledge of effective forecasting analysis.
  • Communication, interpersonal skills as applied to interaction with coworkers, supervisors, the general public and other stakeholders sufficient to exchange or convey information to provide and receive work direction.
  • Maintain a high degree of confidentiality, facilitation skills as well as transactional communication and active listening skills.
  • Prepare, read, analyze, and interpret policy documents as well as complex financial reports and statements supported by statistical data and other documentation.
  • Manage a high volume of tasks at one time, including organizing and prioritizing own work.
  • Work independently with minimum direction while also working as part of a team and collaborating with others.
  • Demonstrate a high attention to detail.
  • Maintain working knowledge of software programs and common office equipment.

Ability Requirements

The following capabilities are required to perform the essential functions of this position.

  • Effectively communicate with others verbally and in writing, including by phone, e-mail, or in person.
  • Understand, remember, communicate, and apply complex oral and/or written instructions and factual information.
  • Remain in a stationary position (sitting or standing) for extended periods of time, occasionally stand, walk, stoop, or kneel for extended periods of time.
  • Exert up to 100 pounds of force occasionally and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to lift, carry, push, pull or otherwise move objects.
  • Maintain sustained concentration on computer screens and use keyboards and a variety of peripherals.
  • Work is generally performed in an office setting with travel required to off-site locations to include field locations and construction sites, working near moving mechanical parts and in high, precarious places and involves occasional exposure to wet and/or humid conditions, fumes, or airborne particles, toxic or caustic chemicals, risk of electrical shock and vibration.
  • Work environment noise level is quiet to moderate. Field work environment frequently involves machinery and construction noise.
  • Ability to occasionally travel locally and regionally.
  • Work duties require evening or weekend hours.

Education, Experience, Certifications and/or Licenses

Minimum Qualifications

The following are the minimum qualifications for this position.

  • Bachelor’s degree (B.A./B.S.) from a four-year college or university in Civil Engineering or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities as outlined in this job description.
  • 6 to 8 years’ experience in a similar position and/or performing similar tasks.
  • Certification as a Professional Engineer in the State of Oregon required or acquire within six months of appointment.
  • Current and valid driver's license per City policies outlined in the Employee Handbook.
