The graduate engineer will assist in performing technical engineering, water resources and solid waste coordination and will apply the principles and practices of civil engineering and water resources to public works tasks.

Essential Functions

Assist water resources team to protect and maintain drainage infrastructure, natural resources and the public water supply.

  • Provide technical support with a variety of water resources programs including the wetland conservation act, municipal separate storm sewer permit and illicit discharge program.
  • Deliver support to the evaluation and inspection of stormwater ponds and best management practices.
  • Perform public outreach and engagement around water resources including attending and representing the engineering division at public events such as open houses, environment quality committees and school outings.

Aid in designing and observing construction of water resources and municipal improvement projects in conformance with engineering plans and specifications and construction and safety standards.

  • Responsible for computer assisted engineering and design software and equipment to prepare engineering and design documents.
  • Prepare feasibility and design documents for municipal improvement projects including cost estimates, permits, engineering plans, specifications and construction contract documents.
  • Support preliminary design, final design and preparation of plans and specifications for city led and consultant led improvement projects under the direction of a professional engineer.
  • Produce record plans post project and update city databases.
  • Keep informed on all specifications, regulations, codes, construction practices and generally accepted engineering standards.
  • Maintain records of construction activities; measure quantities; interact with contractors, city staff, local government agencies and the general public; recommend final acceptance and payment to contractors.
  • Review and maintain as-built record plans.

Coordinate solid waste service for the city.

  • Respond to citizen requests and inquiries around service, solicit bids for services and serve as liaison to solid waste contractor.
  • Assist the water resources supervisor with the annual drop-off-day.
  • Support public works staff in managing central maintenance facility recycling drop-off center contracts and planning.
  • Complete public outreach and engagement around recycling, organics collection and composting.

Assist in engineering review of proposals for private land development, subdivisions and plats, lot divisions, rezoning, special land uses and other planning actions.

  • Verify conformance with city code, city subdivision and zoning ordinances and comprehensive plans; attend development review committee meetings; review engineering plans; prepare written memos and communicate issues to the engineering services manager, water resources supervisor and senior engineering technicians.
  • Observe the developer-installed public improvement projects for conformance with engineering plans and specifications and construction and safety standards.
  • Review and maintain as-built record plans for developer-installed public improvement projects.

Administer the city’s right-of-way management ordinance including review of right-of-way permit applications, serve as a liaison to private utility companies and complete on-site field inspections of permit sites.

Perform other duties as assigned or needed.

  • Respond to requests from the general public for information relating to grading and drainage, public improvement projects, traffic and other engineering related issues.
  • Help the city engineer prepare municipal state aid and Minnesota Department of Transportation reporting requirements (certification of mileage, needs update, system revisions).
  • Attend city council meetings and planning commission meetings.
  • Keep supervisor promptly informed of significant developments in areas of accountability.

Qualifications

Minimum Qualifications

  • Demonstrated conduct/performance that supports and advances the City of Plymouth's mission and guiding values, as well as the City Council's strategic themes.
  • A Bachelor of Science degree in Civil Engineering, Environmental Engineering, Construction Management or similar degree from an accredited university or college.
  • Successful completion of the Fundamentals of Engineering (FE) exam or ability to obtain within six months of hire.
  • Valid Class D Minnesota driver's license and satisfactory driving record.

Desired Qualifications

  • One or more years of progressively responsible and practical civil engineering, environmental engineering or water resources experience.
  • Previous internship or experience with municipal government.
  • Experience with engineering and design software (AutoCAD/Civil 3D).
  • Experience with mapping software (ArcMap), asset management software (Cartegraph) and surveying equipment/techniques (GPS).

Supplemental Information

PHYSICAL REQUIREMENTS: Very Frequent (frequently required to perform the job): Handling objects (grasping, turning or otherwise using hands or hand). Must be able to lift/carry 0-25 lbs (survey equipment) up to ¼ mile.
