JOB SUMMARY: The Behavioral Health Manager is part of a multidisciplinary team consisting of behavioral health clinicians, case managers, child psychiatry, Yolo County Health and Human Services Agency, and Yolo County Juvenile Probation. The Behavioral Health Manager is non-judgmental, empathic, organized, flexible and can build relationships with clients, partners, and team members. Consistently utilizes a strength-based approach to supervision and client care and consistently models the use of destigmatizing language and low threshold access to services. The manager understands and/or develops an understanding of the Social Determinants of Health and works to utilize this understanding when formulating decisions and clinical approaches to care. The manager provides direct services to students and families, supervises, develops, and coaches Behavioral Health Clinicians, Case Manager and Youth and Family Specialist.

Education, Experience, Training

  • LCSW/LMFT/LPCC. Must be in good standing with the Board of Behavioral Sciences in California.
  • Possess strong verbal and written communication skills.
  • Bilingual English/Spanish strongly preferred.
  • Be able to handle difficult client situations
  • Have strong analytical and problem-solving skills

KNOWLEDGE OF WORK

Have knowledge of youth and family serving behavioral health systems, program models and implementation.

Able to successfully engage and provide services to patients by way of HIPAA-compliant telehealth/video-based services and fully participate in video-based meetings and trainings.

Conduct intake biopsychosocial intake assessments, formulate diagnoses and provide a recommendation to a level of care for clients referred to the Youth Services program.

Provide individual therapy, case management, rehab, and care planning to clients and their families enrolled in Youth Services.

Provide direct service to clients to include assessment, treatment planning, individual therapy, group therapy and Trauma Focused Cognitive Behavioral Therapy, billing EPSDT along with other funding streams.

B. Duties And Responsibilities

Positively contribute to Behavioral Health Programs and Management Team, support fellow managers in the functions of their jobs, provide coverage when needed, attend weekly management meetings, support/facilitate departmental meetings and training opportunities, work collaboratively to problem solve departmental issues and challenges, support with staff recognition and engagement efforts.

Hire, train, develop, coach, and evaluate employees.

Attends Child and Family Team meetings with the client, family, natural supports, and formal supports/professionals.

Be available to facilitate Child and Family Team (CFT) Meetings when needed, as well as train the Youth and Family Specialist on facilitation of Child and Family Team Meetings.

Assign and monitor staff work, evaluate progress, and make corrections as needed, provide clinical oversight and guide decision making.

Provide a variety of direct services in-person and via telehealth including triage, assessment, crisis response, and clinical support for students and their families experiencing a range of mental health symptoms and/or substance use disorders. Make recommendations on appropriate levels of care.

Effectively collaborate with physical and mental health providers, including Yolo County Health and Human Services Agency, Integrated Behavioral Health at CCHC, Yolo County Office of Education (YCOE), and Yolo County Juvenile Probation.

Manage supervisory and clinical duties during a fast-paced workday.

Effectively utilizes measurement-based care practices to determine client progress, wellness, and risk factors; collect required departmental screenings as directed by contract and/or agency.

Complete clinical documentation of all client interactions and services within 48 hours of services in accordance with working hours, all documentation must comply with Medi-Cal and Beacon Health guidelines.

Participate in peer chart reviews and other quality improvement efforts.

Facilitate weekly staff meetings with Youth Behavioral Health Team.

Oversee charting and documentation for timeliness, therapeutic appropriateness, and contract compliance

Collaborate with Quality Assurance Supervisor to support implementation and ongoing monitoring of standards according to Specialty Mental Health Services, CalAIM and EPSDT guidelines

Oversee day-to-day supervision of programs, employee timecards, reimbursements, sick and vacation time, and remote work schedules.

Fiscal management of funding streams to monitor utilization and sustainability. Monitor productivity of team for fiscal sustainability.

Coordinate psychiatric care for EPSDT clients collaborating with Child psychiatrist and other clinical staff to coordinate medication evaluations for clients with mental health needs.

Attendance and participation on committees and collaborations throughout Yolo County regarding youth health and care (with all community collaboratives).

Responsible for explaining, training, and enforcing all rules and regulations associated with EPSDT charting/billing.

Comply with established department policies and procedures, objectives, quality assurance program, safety, environmental, and patient service standards.

Responsible for remaining within established ethical standards, including those of confidentiality and mandated reporting.

Responsible for data collection oversight and meeting outcomes reporting deadlines of contract in collaboration with the Quality Assurance Supervisor.

As safe and appropriate to do so, transport clients or support with transportation arrangements.

Maintain current California Board of Behavioral Sciences license or registration in good standing and will submit all training and CEU certificates to Human Resources.

Attend training/conferences as arranged.
