Abel Harding Dear Mr. Harding, I hope this letter finds you well. I am writing to request a board meeting to discuss the allocation of resources and priorities within the Jacksonville Transportation Authority (JTAFL). I believe it's time to shift the focus more towards enhancing public transit services over an excessive emphasis on road construction. Recognizing the multi-modal responsibilities of JTAFL, including bridge and highway construction as well as varied mass transit services, I commend the agency's efforts. However, I propose that we prioritize public transit due to its numerous benefits for our city: Congestion Relief: A robust public transit network can alleviate traffic congestion by encouraging shared transportation options. Environmental Impact: Emphasizing public transit aligns with environmental sustainability goals and reduces emissions. Equitable Access: Enhanced public transit ensures fair and affordable transportation access for all residents. Economic Boost: A well-connected public transit system can drive economic growth by improving access to key areas. Given the challenging role of JTAFL in serving our expansive city, I believe a strategic shift towards public transit is imperative. I kindly request a board meeting where I can present my perspective and contribute to this important discussion.

This is an example showing how our Regional Infrastructure Accelerator grants help communities explore innovative funding/financing options to advance their priority projects. We have funded 24 accelerators so far. A relatively new program administered by the Build America Bureau at the U.S. Department of Transportation. The Maricopa Association of Governments (“MAG”) is requesting proposals from qualified associates for the  a full-time associate, representing the regional stakeholders engaged in the Rio Reimagined partnership The project will be completed in a maximum of 24 months from the date of the notice to proceed at a cost not to exceed $430,000. There may be an opportunity to renew the contract for an additional two years for an amount not to exceed $200,000 each year. 2040 Comprehensive Plan Update - Character Districts Initial feedback from stakeholder groups is now available for review. Defining and codifying character districts is one of the priorities identified by Town Council for implementing the 2040 Comprehensive Plan. Stakeholder groups were conducted in early Dec to discuss the districts - specifically downtown, downtown adjacent, and West Southern Pines. The purpose of character districts is to help shape future commercial development that "fits in" with the surrounding area. Attendees were asked to help the Town identify aspects of each area that make it unique. ICYMI — January 17, 2024: As the legislative liaison for the City of Minneapolis, Suzanne Sobotka advises on infrastructure and legislative affairs for Mayor Jacob Frey. Moving into 2024, her job will include advising on regional transportation projects, such as the Blue Line Light Rail Extension, and on major federal grant opportunities made possible by the Infrastructure and Investment in Jobs Act and the Inflation Reduction Act passed in 2022. Terrific news and thanks for sharing. This is a great start to upgrade America's ports & waterways; key word is start. The American Society of Civil Engineers has projected that the upgrade of ports & waterways will cost $25+billion. The question is where the rest of the funding is to come from. Are we to assume that we will have to increase the deficit to get the rest of the monies? The same is true for all of the rest of the Nation's infrastructure. HR 4052, the creation of the Nation's fifth National Infrastructure Bank with be able to fund the upgrading of all infrastructure, including the estimate for all ports w/o increasing the deficit. As a Council, we're committed to providing well maintained, safe, resilient, and efficient infrastructure – infrastructure that delivers to community needs, is fit for purpose and future proofed. It's one of our Strategic Priorities.   We know the quality of our roads right across our District is a hot topic for many people. Which is why we're embarking on the process of signing up new roading service providers – seeking to work closer with local suppliers and businesses to deliver high-quality roading services that meet the needs and expectations of our community.   The opportunity comes after our 21-year relationship with WSP finishes up.   Roading contracts are one of the most significant contracts we sign given the variety of activities and services they link in with - from delivering new infrastructure, sealing and maintaining roads, to assisting with traffic management in a crash, and working around the clock during weather events and natural disasters. This is an exciting opportunity to explore new ways of working and to align with Council's social procurement outcomes. It will also be designed to encourage smaller and local contractors to bid, creating a more sustainable workforce, and good outcomes for our community, economy and wider region.
