Pennsylvania is making headway in its efforts to expand access to solar energy! A new bipartisan bill was recently proposed to launch community solar projects across the state. This is great news for those looking to use renewable energy but don't have the space or opportunity to install individual solar systems. Community solar projects allow multiple individuals to use the same solar array, so those who don't own their buildings or live on rented property can still take advantage of solar energy. The bill also makes it easier for homeowners to form collective groups and apply for rebates. This could result in significant savings on electricity bills! Indiana ranks as the worst state in the US for going solar, scoring only 15.88 points out of 100, according to a new report. TERRIBLE!!! The study used various factors such as electricity costs, installation costs, potential solar energy, existing solar capacity, and solar policies to grade each state. One of the major reasons for Indiana's low ranking is the loss of their net metering program, which encouraged installation of solar systems by issuing credits for excess energy created. Unfortunately, net metering is being phased out in some states under pressure from utility companies (yes, I'm talking about you CenterPoint Energy) that don't want to pay homeowners for the excess electricity they generate on their rooftops. Community solar projects bring additional clean electricity to the grid and provide contracted savings for subscribers. Because the projects are not installed on-site, there is no risk of an orphaned asset, which in turn enables renters and lower-income people to enroll and save on their electricity. Because this group pays a higher percentage of their disposable income on #energy, these savings can be meaningful. Unfortunately, the vast majority of programs are designed in ways that restrict, instead of promote, low-income participation. If the stated goal of #communitysolar is to enable low-income people to pay less for their electricity, then the programs should enable utilities to simply push these benefits to those who qualify. Requiring each individual #lowincome household to learn about the program, verify their income, and proactively enroll makes no sense, is not scalable, and will ultimately restrict the success and impact of the program(s). Program implementers and the Coalition for Community Solar Access should defer to the companies that do this difficult work--Common Energy, PowerMarket, Arcadia, Ampion, PBC.--to ensure intelligent program design and that the benefits of community solar reach those who need them the most.
