More than 40 years of service led to this moment as Norfolk native Chief Sidney Carroll swore in as Norfolk Fire-Rescue Chief. Last Friday, friends, family and colleagues of old and new filled MacArthur Memorial for Chief Carroll's Oath of Office and Pinning Ceremony.
