It's pleasing to see another publicly released (and even response report from the originator agency) lessons management report in to COVID-19. Health is an exceptionally challenging environment - it struggles to fit in to the more mainstream sections of the EM sector, yet the expectations are high when dealing with (leading) the (infrequent) public health emergencies. Whilst there is a lot to unpack in this report, and it is not dissimilar to other jurisdictional report and barriers/opportunities are similar in the commonwealth sphere, it is pleasing to have vindication of my long held view that AIIMS is not a fit for purpose ICS/IMS for the health sector when managing health (impact) emergencies. I hope that the current SA Government EM Act review will consider this from a ICS/interoperability perspective and amend the 'common incident management framework' doctrine perspective to clear up the ICS/IMS arrangements across the prescribed control agencies. SA Health have responded with a follow up report - I'll post a link to that doc below.
