Telecommunications Engineer

Job Responsibilities:

• Spearhead the initial conceptualization of telecommunications and IT scopes for medium to mega refining and petrochemical projects.
• Present and coordinate with customers regarding telecommunication strategies and provide regular progress updates.
• Develop and implement telecommunication program strategies throughout all stages of the project lifecycle.
• Oversee crucial activities requiring expertise in telecommunications, IT, and cybersecurity.
• Manage the efforts of third-party design engineering and construction contractors.
• Develop conceptual scopes and draft specifications and requirements for telecommunications, IT, and cybersecurity projects.
• Generate, review, and approve telecommunications, IT, and cybersecurity packages for assigned projects.
• Apply advanced engineering techniques to solve problems and make informed decisions on engineering methods.
• Manage measurable assets, including assigned staff and budget.
• Prepare accurate and comprehensive designs and calculations to meet project requirements.
• Conduct field investigations as needed and produce detailed field reports with sketches.
• Coordinate with other disciplines and assist engineers and designers to ensure high-quality deliverables.
• Stay updated on new engineering processes, techniques, IMS, and standards.
• Implement industry best practices in all telecommunications, IT, and cybersecurity deliverables.
• Provide technical guidance to the design team and performance feedback to the discipline manager.
• Architect telecom networks and solutions at multiple hierarchical levels.
• Develop technical standards and guidance for the company’s portfolio and applications.
• Participate in risk assessments and technical audits.
• Conduct regular design reviews and develop test plans and procedures leveraging industry best practices.
• Engineer fault-resilient multi-vendor solutions with integrations across various vendor platforms.

Required Education, Experience, & Skills:

• Bachelor’s degree (4-year program).
• Extensive experience and working knowledge in the design, configuration, installation, and testing of systems including CCTV, personnel access control, perimeter intrusion detection, PA/GA systems, wired and wireless networks, telephony, digital radio, marine systems, microwave systems, and cybersecurity methods.
• A minimum of 10 years of related industry experience.
• Excellent verbal and written communication skills to present designs and plans and to build customer relationships.
• Experience with telecom systems detailed drawing production using computer-aided drawing packages is an advantage.
• Proficiency in developing specifications, system design, and component selection.
• Industry experience in refining and petrochemical facilities.
• Experience in leading initiatives and managing suppliers.
• Knowledge of instrument calculation computer applications.
• Experience collaborating with other disciplines and understanding their interface requirements.
• Familiarity with NEC, IEC, ISA, and IEEE standards, methods, and practices.
• Management of virtualization technology.
• Deployment and operation of servers, network devices, and storage arrays.
• Architecting telecom networks and solutions across multiple hierarchical levels.
• Documentation of network configurations, traffic formats, and associated theories of operation.
• Managing all levels of network equipment and configuring related protocol layers, including high-capacity transport (e.g., DWDM), multi-layered traffic (IP, Ethernet/VLAN, MPLS), and edge routing/switching.
• Network capture/recording, analysis, and replay, including both LAN packets and broadband bitstreams.
• Crafting network traffic (protocol layers and content).
• Implementing and troubleshooting long-haul telecommunication links.
