Position Summary: Responsible for bid and proposal process as well as managing efforts in development/coordination of responses to solicitation requests (e. g. Requests for Information (RFIs), Broad Agency Announcements, and Requests for Proposals (RFPs)) for Government/Federal responses. Interfaces directly with domestic and international personnel and provides senior proposal leadership and control of all proposal activities, including managing proposal schedules and deadlines, developing the proposal outline and compliance matrix, assisting in risk assessment analysis, defining and reviewing proposal budget, organizing proposal management reviews, developing volumes and written content, and monitoring the progress of the proposal.

Responsibilities: 1. Offer/Proposal Strategy: 40%

  • Collaborates with Business Development, Sales and Marketing, and Programs in the development of program approach strategies.
  • Collaborates with functional departments (Contracts, Finance, HR, etc.,) to align company methodology with Customer methodology.
  • Directs the development, implementation and management of formal policies, procedures and processes to support the organization's response activities.
  • Bid & Proposal Development : 50%
  • Applies defined methodology and business metrics to evaluate each assigned proposal opportunity and recommend a prioritization plan.
  • Manages, facilitates, and/or coordinates proposal workstreams in the preparation of responses to U. S. Government or Commercial solicitations (e. g. Sources Sought, BAAs, RFIs, RFQs, RFPs, FMS cases) as well as unsolicited proposals.
  • Manages the creation and development of proposal content text, graphics, and metrics to respond to requirements and maximize compliance and competitive scoring.
  • Develop themes and proposal strategies to maximize competitive positions.
  • Manages the development of assigned RFI, RFQ, and RFP solicitation documents for vendors and subcontractors as needed or required
  • Collateral Assignments: 10%
  • Participate as required in meetings and reviews and other duties as assigned.
  • Ensure appropriate data retention of proposals is maintained.

Requirements

Education:

  • Required: Bachelors degree from an accredited college/university or equivalent experience.
  • Preferred: Masters degree from an accredited college/university in Engineering, or Program Management

Experience

  • Required: Minimum 10-15 years' experience developing technical concepts, products and/or proposals to government and/or civilian agencies.
  • Preferred: Familiarity with DoD Acquisition process or commercial helicopter acquisition processes strongly preferred.

Knowledge, Skills, Demonstrated Capabilities

  • Required: Detailed knowledge of, and experience with, military, governmental, or commercial contracting requirements.
  • Required: Must be capable of managing multiple simultaneous tasks with potentially overlapping deadlines.

Communication Skills (Spoken, Written, Influencing, Proficiency In Other Languages)

  • Required: Excellent U.S. English Written and Oral communication skills

Technical Systems Proficiency

  • Required: Operator level proficiency in MS Office 2010 applications, MS Project, MS Visio, Adobe Acrobat, SharePoint, MS Outlook
  • Preferred: Advanced level developer proficiency in MS Office 2010 applications; operator level proficiency in Adobe Photoshop, Expert Choice, SnagIt or equivalent

Travel Required

  • 10% Domestic and International
  • Active U. S. Passport strongly preferred

Citizenship

  • Must be U.S. Person under ITAR regulations

Clearance

  • Eligibility to receive a DoD SECRET clearance preferred

Decision-Making, Complexity

  • Bid/No-Bid recommendations; Extension Request Recommendations; Response content recommendations; Substantiation recommendations

Nature of Contacts: Involved Communication on a frequent basis with internal and external parties. Communications involved in performing the responsibilities of this position:

  • Internal - Leadership & coordination of all involved organizations in assigned responses
  • External - Leadership and coordination of involved OEM and subcontractor personnel in assigned responses
  • Involved - All levels of all involved organizations for assigned responses
  • Influencing - all involved personnel for assigned responses
  • Negotiating - Response content; Response schedule within required submittal date;
  • Frequency - Daily during response preparation; As required for training, coordination etc. at other times

Physical Requirements

  • Onsite: 90%
  • Vision: able to see and read computer screen and other electronic equipment with screens, able to read documents, reports and engineering drawings throughout the business day and after hours as required.
  • Hearing: able to hear to participate in conversations in person and via teleconference or phone and to hear sounds on production floor including safety warnings or alarms throughout the business day and after hours as required for meetings, telecons, telephone.
  • Speaking: able to speak in conversations and meetings, deliver information and participate in communications daily, 30%.
  • Equipment Operation (personal computer, telephone, copies, fax machine, and related office equipment and using electronic identification card to enter building floors and internal doors): able to operate most office and personal electronic equipment throughout the business day and after hours as required.
  • Carrying: able to carry documents, tools, drawings, electronic equipment up to 30lbs/14kgs as required.
  • Lifting: able to lift documents, tools, drawings, electronic equipment up to 30lbs/14kgs as required.
  • Pushing / Pulling: able to push and pull small office furniture and some equipment and tools, occasional.
  • Sitting: able to sit for long periods of time in meetings, working on computer. 80% of time in meetings and computer work station.
  • Squatting / Kneeling: able to squat or kneel to retrieve or replace items stored on low shelving, rarely
  • Standing: able to stand for discussions in offices, conducting presentations or on production floor 20%.
  • Travel: able to travel independently and at short notice, 10% domestic/international for proposal coordination
  • Walking (include routine walking such as to a shared printer to retrieve documents): able to walk through office and production areas including uneven surfaces across campus, 5%.
