The Department seeks a contractor to assist in the business transformation and transition to the Florida Planning Accounting and Ledger Management (PALM), a statewide financial ERP solution using Oracle Peoplesoft Financials. The essential function of the staff augmentation contractor will be to facilitate the business transformation, optimization, and onboarding to the Florida PALM Project. The contractor will work closely with the Deparment's Project Director to prepare the organization to migrate to PALM by aligning current and future business processes and information technology systems.

General Characteristics

Facilitates the Department's business transformation, optimization, and onboarding to the Florida PALM Project. Works closely with the Department's Project Director and project team members. The consultant will be responsible for aligning business processes and information technology. Makes recommendations on systems process analysis, design, and simulation. Must understand technical problems and solutions about the current and future business environment. Provides input and supports planning and prioritization for business process-related activities. Identifies processes for improvement, documents existing processes, identifies and analyzes gaps between current processes and the desired state, designs new processes, and plans the transition to a new process. Provides advice and leadership on future use of technology and business process improvements. Must demonstrate expertise in communications, planning, project management, process management, and business systems requirements definition.

Education

Bachelor’s or Master’s Degree in Computer Science, Information Systems, Business Administration, or other related field. Or equivalent work experience.

Experience

At least 7 years of functional experience with Peoplesoft Financials and 2 years experience in project management.

Complexity

Advanced PeopleSoft Financial functional role. The consultant will work on a complex project with statewide impact and requires subject matter expertise in multiple financial process areas.

  • In-depth knowledge and experience in Oracle Peoplesoft Financials in Public Sector. b. Experience in the functional use of Oracle Peoplesoft Financials on at least two project implementations within the last 5 years. c. Experience with business system integration with Oracle PeopleSoft Financials. Additional desired knowledge, skills, abilities, and experience: d. The experience and skills in Project Management. e. The ability to coordinate various project activities, timelines, and resources to accomplish tasks assigned by the Florida PALM project. f. Experience documenting business process needs and system requirements.
  • Experience in project risk identification and management. h. Experience in overseeing testing, data migration, and deployment activities. i. Experience and skills to assess the current Department's business systems to determine fit or gaps with the PALM system functionality. j. Knowledge of Peoplesoft Financials Grants module. k. Knowledge of data flow and integrating PeopleSoft Financial modules -- GL, PO, AP, AM, AR, PR, CM, and KK for Budget and Chart of Accounts with tree definitions. l. Knowledge of Peoplesoft Financials core and modular configuration.
