Established in 1981, Masterplan is the largest land use consulting firm in the Southwest with over four decades of experience working in the development industry and specializing in all matters related to land use, including zoning, building permits, lobbying, economic incentives, and other development approvals.

Summary:

Masterplan is looking for a well-organized, detail and task-oriented Managing Director to join our talented team. The successful candidate will undergo an initial three-month training period at our Dallas office, after which they will transition to working independently to direct the activities and growth of the Frisco office. This role requires a blend of project management expertise, technical zoning knowledge, business development and the ability to work in a fast-paced, complex environment. This role will report to the Director of Operations.

Project Management and Tracking:

  • Manage and track assigned projects through multiple municipal systems.
  • Handle multiple complex zoning projects simultaneously in a fast-paced environment.
  • Prioritize and complete projects on time and on budget, maintaining meticulous attention to detail.
  • Develop creative planning solutions to secure municipal approvals, often in the face of significant opposition.

Technical Expertise and Development Process:

  • Read and understand complex zoning codes, general plans, specific plans, surveys, site plans, and technical reports.
  • Conduct special planning studies and interpret local zoning, subdivision, and other land use ordinances.
  • Prepare draft ordinances, conduct research, and maintain project records and files.
  • Provide thorough due diligence reports and analyze public and internal data.
  • Strong presentation and writing skills, with the ability to communicate complex ideas clearly and effectively.

Applications and Compliance:

  • Create, process, and execute accurate and complete permit applications to city departments.
  • Learn and apply building codes and regulations affecting permit applications and approvals.
  • Prepare and submit zoning applications, ensuring timely submissions and coordinating with external stakeholders.
  • Review and analyze zoning ordinances, permits, and related documents to identify potential issues or challenges.

Client and Stakeholder Management:

  • Act as a liaison between the company and local government officials, attending zoning hearings, meetings, and community forums.
  • Conduct site visits and assessments to evaluate properties for zoning compliance and development opportunities.
  • Stay updated with changes in zoning laws, regulations, and industry trends to provide accurate advice to the president and internal teams.
  • Oversee the work of junior consultants and collaborate with internal teams for client approvals and applications.

Client Relationship Management:

  • Manage client expectations and deliver projects that align with practical realities.
  • Provide regular project updates and maintain open communication with clients.
  • Maintain and improve client relationships.

Business Development:

  • Identify potential clients and maintain databases of opportunities.
  • Actively participate in professional and volunteer organizations to build connections and acquire new clients.
  • Promote the company’s unique selling proposition and ask for referrals.

Professional Excellence and Team Collaboration:

  • Pursue personal, professional, and team excellence.
  • Display strong written and presentational skills.
  • Understand personal limitations and rely on the expertise of team members.
  • Maintain contact with former clients and colleagues and cultivate a professional LinkedIn presence.

Qualifications:

  • Work related experience of 10+ years
  • Related professional certification(s), such as AICP, CBO, CNU-A, RAS, LEED, MBA, MA encouraged, but not required.
  • Expertise in zoning, subdivision, and other land use ordinances.
  • Proven experience in project management, particularly in zoning and municipal approval processes.
  • Previously managed people in a team setting.
  • Strong analytical skills and the ability to interpret complex technical documents.
  • Excellent communication and interpersonal skills.
  • Ability to work independently and manage multiple projects simultaneously.
  • Experience in business development and client relationship management is a plus.
  • GIS and/or CAD experience
  • Strong interpersonal skills, with the ability to effectively communicate and partner across organizational or functional boundaries

Preferred Experience:

Previous experience working for a municipality, brokerage, architect, engineering, or construction company

Compensation:

Milrose Consultants, LLC is committed to fair and equitable compensation practices. Salary ranges are determined through alignment with market data. Base salary offered is determined by several factors including the candidate’s experience, qualifications, and skills.

Annual Base Salary Range: $120,000.00-$130,000.00 USD + Eligible for Additional Incentive Compensation

Expected Hours of Work:

This is a full-time position who is regularly scheduled to work at least 40 hours per workweek.

Travel:

Travel to client site or municipal agency as expected for this position. Associate may be required to attend meetings at the discretion of management and/or if it is project related.
