GENERAL PURPOSE:

The purpose of this position is to work with related software and programs to create and maintain data and/or maps that can be combined with geographically referenced data. This position is responsible for plotting and mapping the precise location of property on a tax map and updating CAMA land records for Ad Valorem taxation purposes using accepted appraisal standards set by the International Association of Assessing Officers (IAAO), the State of Tennessee Division of Property Assessment (DPA), and the Montgomery County Assessor of Property.


Minimum Experience: Four (4) years of customer service and valuation experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.


Minimum Education: High school diploma or equivalent. GISP or equivalent coursework.



Certifications, Licenses:

  • Must possess a valid driver’s license.
  • A pre-employment criminal background check is required.
  • Must hold Assessment Level III certification (Tennessee Certified Assessor) or IAAO CMS.



GENERAL POSITION DUTIES AND RESPONSIBILITIES:

The following duties are normal for this position. However, they are not to be construed as exclusive or all–inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may also be required or assigned.

Not all duties may be assigned to each position. The allocation of duties for this position will vary and will be dependent upon the complexity of work assigned and credentials obtained.

  • Discover, list and value all land, to include all physical attributes and legal descriptions of said properties and create or enter data into a computer assisted mass appraisal (CAMA) software, that collects and stores property data, in accordance with internal policy, Division of Property Assessment, Tenn. Code Annotated, USPAP, and IAAO guidelines and rules.
  • Manage workloads within areas of responsibility, to include assigned workloads related to legal descriptions to include updating land records, greenbelt program in GIS and CAMA while maintaining internal and external quality assurance guidelines within scheduled, legal deadlines.
  • Must develop and maintain a strong understanding of basic GIS concepts and standards for reading and editing parcel lines in ESRI software.
  • Work with GIS & Land Records Analyst/Manager to update land records resulting from office policy updates during revaluation years.
  • May assist supervisors in establishing new assessment standards, forms, and procedures.
  • Assist property owners by competently understanding property appraisal and taxation processes while developing and maintaining knowledge and understanding of assessment and appraisal practices and laws.
  • Work with GIS & Land Records Analyst/Manager related to application and valuation of qualifying parcels in the Greenbelt program.
  • Other duties as assigned.



FISCAL RESPONSIBILITIES

This position has no fiscal responsibilities.



COUNTY ORGANIZATION DUTIES AND RESPONSIBILITIES:

  • Represents the Department to other County departments, elected officials and outside agencies; coordinate Department activities with those of other departments and outside agencies and organizations.
  • Provides quality customer service to individuals needing directions or assistance.



SUPERVISORY RELATIONSHIPS:

This position reports to the Property Assessor. Works under general guidance to ensure coordination of objectives and priorities of the department. Incumbent has no supervisory responsibilities.



JOB QUALIFICATIONS – KNOWLEDGE, SKILLS, AND ABILITIES


Knowledge of:

  • Knowledge of the local real estate market, GIS trends & best practices.
  • Working knowledge and understanding of USPAP rules, SBOE rules, IAAO guidelines, GIS best practices, and tax law.
  • Blueprints, layouts, construction plans, parcel maps, and zoning maps.
  • Administrative policies and procedures of the County.
  • County and Department’s operating requirements, policies, procedures, and practices; and local, State, and Federal regulations related to department programs and operations.
  • Current office practices and procedures.
  • Computer software consistent for this position.


Skill in:

  • Analyzing complex administrative information and issues, defining problems and evaluating alternatives, and recommending methods, procedures, and techniques for resolution of issues.
  • Organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.
  • Researching and understanding complex written materials.


Ability to:

  • Ability to develop and maintain knowledge of the local real estate market, GIS trends & best practices.
  • Understand and learn existing County ordinances, maps, laws and regulations governing residential and commercial properties.
  • Apply judgment and discretion in resolving problems and interpreting policies and regulations.
  • Read and understand reference books, complicated procedures and manuals such as building code books, blueprints, etc.
  • Perform detailed work accurately and independently in compliance with stringent time limits requiring minimal direction and supervision.
  • Think quickly, maintain self-control, and adapt to stressful situations.
  • Establish and maintain accurate records of assigned activities and operations.
  • Effectively utilize the principles of strategic and long and short-range planning.
  • Apply sound judgment and discretion in performing duties, resolving problems and interpreting policies and regulations.
  • Interpret and implement local policies and procedures; written instructions, general correspondence; Federal, State, and local regulations.
  • Perform mathematical calculations required of this position.
  • Communicate clearly, concisely and effectively in English in both written and verbal form.
  • Analyze facts and to exercise sound judgment in arriving at conclusions.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Maintain confidentiality and discretion regarding business-related files, reports, and conversations, within the provision of Freedom of Information Act and other applicable State and Federal statutes and
  • Work the allocated hours of the position.



WORK ENVIRONMENT:

Work is performed in a typical indoor office setting; and is mostly sedentary with periods of mobility and light physical activity. The noise level in the work environment is usually moderate. Level of responsibility subjects the incumbent to moderate stress due to interruptions.



PHYSICAL AND MENTAL REQUIREMENTS/ACTIVITIES:

  • This work requires the occasional exertion of up to 25 pounds of force; work regularly requires sitting, frequently requires standing, speaking or hearing, using hands to finger, handle or feel and repetitive motions and occasionally requires walking, stooping, kneeling, crouching, or crawling and reaching with hands and arms.
  • Specific vision abilities required by this job include close, distance and peripheral vision; depth perception; and the ability to adjust focus. Will spend a large amount of time viewing a computer screen.
  • Vocal communication and normal hearing are required for expressing or exchanging ideas by means of the spoken word.
  • Acceptable verbal and conversation skills to effectively communicate with others via the phone, at meetings and to greet and assist visitors.
  • Work requires preparing and analyzing written or computer data and observing general surroundings and activities.
  • Work is primarily in an office setting.
  • Use and normal maintenance of office machines, (copier, computer, printer, etc.).
  • Frequent use of phone handset and repetitive use of hand & fingers to operate office equipment, use computer keyboard & computer mouse and to perform other office tasks.
  • Ability to recognize occupational hazards in work activities and take safety precautions.
  • Maintain mental capacity which allows the capability of making sound decisions and demonstrating intellectual capabilities.
