Foreign Trade Zone Analyst – Salina, KS
Great Plains Manufacturing is seeking a Foreign Trade Zone (FTZ) Analyst to join our Corporate Purchasing team in Salina, KS. The FTZ Analyst is responsible for monitoring the daily operations of the Inland Container Terminal (ICT) and for the Foreign-Trade Zone (FTZ) in compliance with the Foreign-Trade Board (FTZ Board), U.S. Customs and Border Protection (CBP), the Bureau of Census (Census) and any Partner Government Agencies (PGAs) that may have jurisdiction over imported products handled with the FTZ. This position acts in accordance with all applicable Federal, State and Local laws/regulations and Kubota’s internal policies, procedures and guidelines.
This is a salaried, on-site position at our Corporate Offices in Salina, KS. Typical working hours for this role are Monday through Thursday from 7:00 a.m. to 5:00 p.m. and Friday from 7:00 a.m. to 11:00 a.m.
Primary Duties & Responsibilities
Great Plains Manufacturing is seeking a Foreign Trade Zone (FTZ) Analyst to join our Corporate Purchasing team in Salina, KS. The FTZ Analyst is responsible for monitoring the daily operations of the Inland Container Terminal (ICT) and for the Foreign-Trade Zone (FTZ) in compliance with the Foreign-Trade Board (FTZ Board), U.S. Customs and Border Protection (CBP), the Bureau of Census (Census) and any Partner Government Agencies (PGAs) that may have jurisdiction over imported products handled with the FTZ. This position acts in accordance with all applicable Federal, State and Local laws/regulations and Kubota’s internal policies, procedures and guidelines.

Primary Duties & Responsibilities
- Manage submissions of FTZ filings to Customs:
- Daily: CF214, QP/WP, and ePTT for in-bond and withdrawal movements
- Weekly: CF3461 and CF7501
- Submission of required reconciliations and other periodic and annual regulatory filings
- Meet FTZ recordkeeping requirements, including: admission, shipping and entry files
- Ensure Import Security Filings (ISF) are submitted by the broker in a timely manner
- File FTZ admissions (CF214) within 24 hours of receipt into the Inventory Control and Recordkeeping system via Integration Point (IP) system
- Monitor cumulative shipments on a weekly basis against the Estimated Cargo Release (CF3461) and provide the data necessary to the Customs Broker to file a supplemental Weekly Estimated Cargo Release (CF3461) when needed
- Generate and validate the Entry Summary (CF7501) with cumulative shipments for the shipping week and submit to the Customs Broker to transmit to CBP
- Prepare in-bond applications (QP/WP and ePTT) as required for in-bound cargo, withdrawals and zone-to-zone transfers
- Reconcile system inventory between warehouse management system and IP on a daily basis
- Follow all Great Plains and OSHA safety regulations and wear prescribed safety and protective equipment.
- Other duties may be assigned that require other qualifications, physical demands, and/or work environment.
- Bachelor’s degree in Business, Logistics, or related field; or two to four years related experience and/or training; or equivalent combination of education and experience.
- Working knowledge of fundamental business transactions and terms
- Data entry proficiency
- Previous logistics experience in a manufacturing environment
- General office experience
- Working knowledge of Microsoft Office (Word, PowerPoint, Access, Excel)
- Experience with CBP regulations (19 CFR) and the Harmonized Tariff Schedule (HTS)
- Experience with CBP documents pertaining to the import logistics process and associated CBP forms
- Experience with US import requirements within a FTZ with experience submitting entries
- Experience dealing with U.S. Customs and Border Protection
- Strong analytical, problem solving and organizational skills
- Excellent communication and interpersonal skills
