About the Role:

Gen3 seeks a Proposal Manager to manage the full proposal lifecycle and day-to-day proposal operations including reviewing RFPs, writing, reviewing, and developing proposals, and managing proposal development activities. In this role, the Proposal Manager will participate in bid no/go discussions and criteria, information gathering and formatting, writing drafts, obtaining approval, and managing all proposal deadlines. Additionally, will be accountable for the management and tracking of all awarded proposals and contracts. Furthermore, the Proposal Manager will ensure compliance with applicable federal regulations and the terms and conditions of RFPs.


Location: Remote, U.S. Candidates local to Washington, DC are preferred.


What You Will Do:

  • Responsible for directing and facilitating formal proposal reviews (Color Reviews).
  • Breaking down government requirements for writers and developing technical templates in great detail.
  • Leading and guiding technical writers in the improvement of their content based on Color Review comments.
  • Developing proposals by assembling project objectives, outcomes, deliverables, proposal schedule, implementation, writing assignments for internal and external resources, methods, staffing, budget, performance standards, and evaluation.
  • Contributing to the creation of pricing schedules for proposals.
  • Meeting the proposal deadline by establishing priorities and deadlines for information gathering, writing, review, and approval.
  • Coordinating requirements with contributors; providing proposal status updates at review meetings; distributing proposals.
  • Collects proposal information by identifying information sources, coordinating submissions and collections, and identifying and communicating proposal-related risks.
  • Contributes to the development and organization of the past performance, proposal, and proofpoint libraries.
  • Creates compliance matrices/cross-walks to ensure proposal compliance and, as required by the proposal, compliance with specifications.
  • Additional tasks could be assigned.


What You'll Need:

  • 2 or more years of experience developing and responding to federal government proposals and RFP’s.
  • Expertise in full cycle proposal/contract writing (RFP release, submittal, and contract award).


What's Desired to Have:

  • Technical writing experience is preferred.
  • Shipley training or Shipley certification.
  • Project management training or certification.

Employment Eligibility: Eligible to work for any employer in the United States without requiring sponsorship. Most of our positions require a government security clearance, you must be a US Citizen or Green Card holder for consideration. Certain positions require at least three (3) of the past five (5) years of residence in the United States.

  • A minimum of three (3) out of the past five (5) years of residency in the United States is mandatory.
  • Candidates must possess either an active green card or citizenship.

  • Those selected for this role may undergo a government security investigation and must meet the eligibility criteria for accessing classified information or be eligible for security clearances.
