Job Description

BryceTech is currently looking for a Acquisition Program Manager. This position will play a key role with a fast-paced ASPR client providing support to all areas of the primary public health emergency management and response agencies in the U.S. Government This role will support the HHS Coordination and Operations Response Element (H-CORE) and complex acquisitions in support of medical product industrial base expansion for the U.S. government’s response to public health emergencies such as the COVID pandemic or monkeypox, and preparation for future emergencies.

The Person In This Role Will

Apply comprehensive knowledge of the Federal Acquisition Regulation (FAR) and HHS/ASPR guidance to advise on strategies for improving rapid acquisition support/quality management within the organization.
  • Provide expert advice to senior acquisition leadership on strategies for achieving transformation level objectives within the organization.
  • Devise innovative approaches for implementing new acquisition policy initiatives.
  • Design and deploy leading edge measurement approaches for evaluating effectiveness of new policies and procedures.
  • Use quantitative analytical techniques to assess system acquisition process issues.
  • Develop risk reduction and risk mitigation approaches for enabling achievement of acquisition and program planning, control, and execution
  • Assist Government procurement agencies in designing new and innovative acquisition vehicles across the entire spectrum of contract types, solicitation types, and functional requirements approaches
  • Assist in formulating source selection plans including evaluation factors and sub-factors; leads source selection teams to thoughtful outcomes
  • Define and design criteria for determining benefit; design and establish processes for managing source selection activities, and post-award transition planning.
  • Provide task-unique functional expertise necessary to interpret requirements, ensure responsiveness, and achieve successful performance.
  • Work closely with government and contractor technical experts to translate operational mission needs into contractually sound requirements, including but not limited to, developing and preparing acquisition milestone documentation, acquisition planning, independent government cost estimates, development of requirements document (performance work statements, statements of work, and statement of objectives), quality assurance surveillance plans, performance measurement, market analyses, needs assessments, configuration management support, development of procedural/technical manuals, vendor management, and solicitation development.

  • Qualifications

    Twenty (20) years of government related acquisition/procurement experience and a Masters degree or higher, or an equivalent combination of government related experience and education.
  • Demonstrated experience with Other Transactional Authorities (OTA’s) and capability to advise the government on all aspects of the acquisition lifecycle to implement and adopt innovative acquisition solutions.
  • Extensive experience with requirements analysis specifically related to the acquisition process and development of acquisition documents and strategies. Experience translating operational mission needs into acquisition, technical, and programmatic requirements.
  • Experience providing pre and post award acquisition support, including but not limited to, market research, requirements analysis, and development of innovative acquisition/contracting processes.
  • Experience participating and assisting in source selection, recommending evaluation factors, and proposal evaluation process.
  • Excellent written and verbal communication skills.

  • Preferred Qualifications

    FAC-C Certification Level II or III
