What We’re Seeking: DATCP currently has an opening for two (2) Conservation Technicians (Environmental Services Specialist – Senior) with the Division of Agricultural Resource Management within the Bureau of Land & Water.This recruitment is for 1 project position and 1 permanent position.

The project position has a projected end date of October 11, 2027. Project positions are eligible for benefits including health insurance, but the incumbent does not attain permanent civil service status.

This Is a Field-based Position And Will Be Assigned a Home Headquarter. The Selected Applicant Can Select a Headquarter In One Of The Following Counties

Project position: Burnett, Washburn, Sawyer, Polk, Barron, Rusk, Sait Croix, Pierce, Pepin, Buffalo Trempealeau, Jackson, Clark, Eau Claire, Dunn, Chippewa, Price, Taylor, Lincoln, Langlade, Menominee, Shawano, Marathon, Wood, Portage, Waupaca, Outagamie, Waushara, Winnebago, Fond du Lac, Green Lake, Marquette, Adams, Juneau, Monroe, La Crosse.

Permanent Position: Kenosha, Walworth, Racine, Rock, Jefferson, Waukesha, Milwaukee, Ozaukee, Washington, Dodge, Dane, Columbia, Marquette, Green Lake, Adams, Sauk.

Candidates are not required to live in a county headquarter location. However, reimbursement for commuting to or from the employee’s assigned headquarters is not provided (e.g., mileage, meals, parking, lodging, etc.). Routine travel throughout the state for assigned work is required.

This posting may be used to fill future similar permanent, project, and/or LTE vacancies.

This position will provide technical assistance to County Land Conservation Department (LCD) staff, other conservation professionals, and landowners in support of federal, state and county programs including Soil and Water Resource Management (SWRM) grants, county land and water resource management plans and manure storage ordinances, and other Land and Water Resource Bureau (LWRB) programs and projects such as Livestock Facility Siting. This position will provide support, training, and oversight to LCD staff within an assigned multi-county area for the survey, design, installation, and approval of conservation practices for soil and water conservation and animal waste management. This position will be working under the technical direction of an engineer, and in coordination with staff from the USDA Natural Resources Conservation Service (NRCS).

Environmental Services Specialist– Senior (Project) Full Position Description

The classification of this position is Environmental Services Specialist - Senior, which is in schedule-range 14-14 with a starting pay of $28.84 per hour up to $35.99 per hour, commensurate with experience. This position is not represented by a collective bargaining unit. A 12-month probationary period is required. Pay for current state employees will be set in accordance with the State Compensation Plan.

DATCP does not sponsor work visas. Any appointment made will be contingent on the selected applicant being able to provide documentation of eligibility to work in the United States.

A criminal background check will be performed on the selected applicant prior to an offer of employment.

Possession of a valid driver's license, or the ability to provide one’s own transportation for work purposes, is required.

Travel is required more than approximately 50% of this position’s duties.

Ability to obtain and maintain DATCP Conservation Engineering Practitioner Certification (ATCP 50.46).

Ability to walk over uneven and/or muddy terrain, stand for long periods of time, bend, stoop, and climb ladders at construction/project sites is required.

Minimally Qualified Candidates Will Have Each Of The Following

  • Experience in preparing and/or reviewing engineering designs and construction plans
  • Experience in completing site investigations/data gathering for identification of resource concerns or planning/designing best management practices to address resource concerns.
  • Experience with construction inspection of engineering projects to ensure quality of work.

In addition, highly qualified candidates will have one or more of the following:

  • NRCS Engineering Job Approval and/or DATCP Conservation Engineering Practitioner Certification
  • Experience with conservation or environmental engineering practices
  • Experience working with technical standards such as those developed by USDA Natural Resources Conservation Services (NRCS) or DNR.
  • Experience using AutoCAD and/or GIS.
