The Zoning Division is seeking two highly qualified individuals to fill the position of Chief Planner, which is a supervisory position overseeing one of the 4 sections within the Zoning Division.

The Arborist Chief Planner will oversee the Arborist Section. The Arborist Section of the Zoning Division consists of staff responsible for reviewing land development applications for compliance with Orange County regulations for landscaping, buffering, open space and tree protection and removal. The Arborist team reviews land development applications and commercial building permits against the arbor and landscape code, conducts inspections, issues violations, and provides citizen engagement through the permitting process.

The BZA (Board of Zoning Adjustment) Chief Planner will oversee the BZA section. This section provides board support for the Board of Zoning Adjustment (BZA) section within the Orange County Zoning Division. This position would include professional, technical, administrative and supervisory work involving the activities of the BZA, which includes processing requests for Variances, Special Exceptions and appeals of Zoning Manager Determinations. The Chief Planner also acts as the project manager for the more technical / difficult work activities within that section.

These positions work closely with the Zoning Manager, Assistant Manager and other Chief Planners in forwarding the ideals and goals of Zoning Division and Orange County.

Job Description

Representative Duties/Assignments

  • Provides supervision and training to all staff members assigned to the section.
  • Develops and manages the section work program.
  • Responsible for planning, delegating, scheduling, reviewing and editing all work products produced by the section's staff.
  • Develops educational and training materials associated with code updates, develops new processes to implement code changes, manages the workload, develops the required permitting and tracking tools, and creates the operational documents.
  • Evaluates the effectiveness of the section in responding to customer problems and needs and is responsible for improving customer satisfaction with the section's products and services.
  • Tracks and reviews proposed legislation to determine the impact on Orange County and the Zoning Division.
  • Remains informed about emerging technologies and innovative programs, projects, and activities in other communities and organizations; then applies this information to the section’s work program so as to continuously improve quality and productivity.
  • Serves as technical support for other members of the section and division and for multi-disciplinary team projects.
  • Coordinates section’s activities with other department sections to ensure compatibility.
  • Serves as one of the primary division contact persons with various members of the community and speaks before civic, community, governmental and professional groups and private organizations.
  • Acts as project manager for more technical studies assigned to the section, include code amendments.
  • Makes recommendations and presentations to various County advisory boards, including the Board of Zoning Adjustment, Planning and Zoning Commission, Development Advisory Board and the Development Review Committee, as well as to the Code Enforcement Board, Special Magistrate and the Board of County Commissioners.
  • Works with other departments in preparation of their studies/plans to ensure that such documents are consistent with the Orange County Code.
  • Arborist Chief - Coordinates and manages tree assessment and mitigation calculations and ensures that they are conducted and completed according to established standards.
  • BZA Chief - Makes recommendations and presentations to the Board of Zoning Adjustment and the Board of County Commissioners
  • Performs other related duties as assigned


Minimum Qualifications

Master's degree from an accredited institution in Urban Planning, Urban Studies, Architecture, Landscape Architecture, Public Administration or a closely related field and five (5) years of professional experience in a planning, land use or zoning to include one (1) year of supervisory experience. An equivalent combination of relevant education and/or experience may be substituted on a year for year basis.

Preferences

American Institute of Certified Planners (AICP) Certification

Arborist Chief - Degree preference in Arboriculture, Forestry, Landscape Architecture or a closely related field.
