The #USTreasury's proposed guidance on #cleanelectricity #taxcredits under the #InflationReductionAct has major implications for the #biogas and #RNG markets. The guidance requires a lifecycle #GHG analysis for biogas and RNG projects, which adds unnecessary hurdles not faced by other #cleanenergy sources. Additionally, the definition of "first productive use" could disqualify many existing projects, and the #Treasury's claim of insufficient verification mechanisms is disputed by industry experts. This uncertainty risks delaying investments and undermines Congressional intent to support all clean energy pathways. The American Biogas Council urges the Treasury to provide clear, supportive guidelines for biogas and RNG to ensure their role in our clean energy future.

Establishing priorities, determining strategies, and finding funding sources The US Environmental Protection Agency (EPA) has an excellent tool called the "Resilient Strategies Guide" that helps identify possible priorities for evaluation and strategy to fortify your assets based on your utility type (it includes wastewater/stormwater as options, in addition to drinking water), your utility size, and state. The EPA website states that "The Resilient Strategies Guide introduces drinking water, wastewater, and stormwater utilities to the adaptation planning process. Utilities can use the Guide to identify their planning priorities, vulnerable assets, potential adaptation strategies and available funding sources. Information in the Guide is based on the experiences of other utilities adapting to climate change and the resources available to support them in pursuing similar strategies." #minnesota’s Governor Tim Walz has signed a new law reforming the state's energy permitting process. This significant step aims to accelerate #cleanenergy projects, cutting through red tape and reducing construction timelines by 18 months or more. 🔧 "Modernizing how we permit these projects, how we get that steel in the ground faster," said Governor Walz, emphasizing efficiency without compromising environmental or safety standards. 🌱 With this legislation, Minnesota is on a faster track to achieving 100% clean energy by 2040, creating jobs, boosting #energyindependence, and #reducingcarbonemissions. 💡 Minnesota is already the 10th largest generator of #renewableelectricity in the U.S., producing six gigawatts of #solar, #wind, and #storagecapacity.

There has been an increase in detection and awareness of per- and polyfluoroalkyl (PFAS) substances chemicals in groundwater and drinking water in the United States. New research from the University of New Hampshire suggests treating tap water for PFAS contamination household-by-household could provide a more affordable solution than treating water systems as a whole {Lemos, S.R., Price, T.C., and Halstead, J.M. 2024. “Economic Valuation of PFAS Remediation in New Hampshire Municipal Drinking Water Systems: A Contingent Valuation Approach.” Journal of Water Resources Planning and Management. Volume 150, Issue 8} Lemos’s team surveyed about 300 people across the state. They found on average, residents are willing to pay a bit more than $150 dollars per year on top of their normal water bill for PFAS remediation, or between $13 and $14 a month. In that scenario, they found that the 72% of residents on the average town’s water system could contribute about $1.2 million, annually. Researchers used Littleton, Mass. and Barnstable, Mass. as points of comparison. Those two towns spent $16 million and $27 million, respectively, on PFAS treatment remediation.
