🌏 🧠 At the AI Seoul Summit on March 21, the US announced that AI safety institutes across the US, UK, Japan, Canada, Singapore, South Korea and the European Union will collaborate as the founding members of a global AI safety network. 🌐 According to a statement of intent, the global AI safety network will work to build complementarity and interoperability between their technical work and approach to AI safety, including by sharing information about models (including their limitations, capabilities, and risks) and monitoring specific “AI harms and safety incidents” where they occur. 🤝 The AI Seol Summit follows last November’s AI Safety Summit at Bletchley Park in the UK, the first major international meeting on AI safety, which culminated in over 28 countries signing a declaration that the uncertain and rapid advancement of AI could cause “serious, even catastrophic, harm.” The AI safety network’s members will include institutes set up by the UK, US, Japan, and Singapore since the Bletchley Park AI Safety Summit. 🌉 The US Commerce Department announced representatives of the global AI safety network’s members and other stakeholders will meet in the San Francisco area later this year. The US Artificial Intelligence Safety Institute has recently established a presence in the Bay Area with the intent to leverage the location to recruit additional talent. 🌍 The US Commerce Department’s announcement follows President Biden’s executive order from last October, a major theme of which included utilizing AI more widely while also constraining the threats posed by commercial AI. In the executive order, the US Commerce Department was ordered to work on several initiatives aimed at developing AI safety standards and a plan for global engagement on those standards. 🗨 The US Commerce Department further urged other countries to join the global AI safety network but, according to WIRED, declined to comment on whether China had been invited. Nevertheless, last November, President Biden and President Xi Jinping agreed to hold talks on AI risks and safety and met for the first of those talks in Switzerland last week. The attending nations were joined at the AI Seoul Summit by sixteen companies at the forefront of AI development, each of which pledged to develop the technology safely. The companies that signed the pledge include, among others: 🇺🇸 Google, Meta, Microsoft, OpenAI, and Amazon; 🇨🇳 Zhipu.ai (backed by Alibaba), Tencent, Meituan, and Xiaomi; 🇦🇪 G42 and the Technology Innovation Institute; and 🇰🇷 Samsung Electronics and Naver. The release of the "Responsible Advanced Artificial Intelligence Act of 2024" by the Center for AI Policy sets a new standard for regulating advanced AI systems, advocating public safety and ethical responsibility. Here are some key takeaways and points for consideration: - The establishment of the Frontier Artificial Intelligence Systems Administration to regulate AI systems posing potential risks is akin to creating a safeguarding net for the digital age, reflecting the need to effectively monitor and oversee the development and deployment of advanced AI systems. - The model legislation's provisions for hardware monitoring, analysis, and reporting of AI systems could be likened to instituting a checks-and-balances system to ensure that AI development is conducted in a transparent and accountable manner. - The emphasis on whistleblower protection measures for reporting concerns or violations aligns with the goal of encouraging transparency and accountability within the AI industry, fostering a culture of responsible AI development and deployment. The "Responsible Advanced Artificial Intelligence Act of 2024" seeks to create a regulatory framework that balances technological innovation with public safety and ethical considerations, envisioning a future where AI can be enjoyed without compromising humanity's future. It's a thought-provoking approach that invites contemplation about the responsible governance of AI and the preservation of ethical standards in technology. https://lnkd.in/gXZVZm9u

We co-hosted a lively dinner on AI Agents and the Law with DLA Piper and CodeX, The Stanford Center for Legal Informatics in Menlo Park last week where we discussed a variety of speculative future scenarios as case studies to think through AI agent governance with executives from highly regulated industries. We chatted through questions like: - How could we extend notions of legal red-teaming to account for GPT-5/GPT-X in a dynamic manner? - Where should we be drawing the lines between human and AI designated work inside enterprises? - Should an AI agent deployed in a company have the same legal obligations as a human employee? Boundaries between AI-integration and AI-native workflows are blurring as corporations are enabling their processes to account for human-machine collaboration. We see this every day with our clients. We love events like this dinner because we can do deep into how the future might unfold across these dimensions in concrete case studies.

What does the American Privacy Rights Act mean for AI Governance? ▪ Congress introduced the American Privacy Rights Act (APRA) by Senator Maria Cantwell and Representative Cathy McMorris Rodgers, targeting the establishment of comprehensive federal privacy laws that will have huge implications for AI governance. ▪ APRA mandates stringent oversight on AI, requiring "large data holders" to perform annual impact assessments on algorithms that could harm specific demographics, and necessitates preemptive risk mitigation in algorithm design. ▪ The legislation empowers individuals to opt out of AI-driven decisions affecting life aspects, such as healthcare and employment opportunities, and establishes robust enforcement mechanisms via the Federal Trade Commission and state attorneys general, with provisions for personal lawsuits. ▪ APRA faces resistance due to its preemption of state laws, which may undermine localized privacy protections like those in California, presenting a significant challenge in balancing national AI regulation with existing state laws. We discuss this in our latest Trustible newsletter plus: 🇯🇵 The Rise of Non-English LLMs 🔄 AI-Ception – When models are trained on AI content 📈 Why AI Governance is going to get a lot harder 🤖 Stanford HAI Summarizes the World of AI Read more here 👉 https://lnkd.in/eSfkWV53

A few hours ago, the USPTO and Kaggle launched an innovative competition to create a model that, given a set of related patent documents, can generate a Boolean query that retrieves that same set of patents! I assume most contestants will lean into a variety of generative AI models to perform this task, but it is notable that other predictive models could work as well or better. If you are a data scientist or otherwise technically inclines, I heartily encourage you to jump into this competition and try your hand at developing a model to create the right Boolean query. This specific use case for models is yet another way we can leverage new technology to squeeze out even better performance from the older technologies we all still depend upon! https://lnkd.in/gih6df82

A new California legislative proposal, SB 1047, is causing Silicon Valley to collectively spill their lattes. Introduced by State Sen. Scott Wiener, the bill demands “common sense safety standards” for companies developing large AI models, ensuring they don’t accidentally unleash Skynet. Tech giants must now report their compliance efforts to a brand-new “Frontier Model Division” within the California Department of Technology. Non-compliance? Cue civil penalties and lawsuits. As governments worldwide scramble to tame the AI beast, California’s jumping into the regulatory fray. So, buckle up, tech innovators — bureaucratic oversight is here to make sure your AI dreams don’t turn into dystopian nightmares. #AI #AIRegulations #AICompliance #Compliance #BigGovernment #AITech #CIOs #CEOs #CTOs #DigitalTransformation #DigitalTransformationHacks Silicon Valley on Edge as New AI Regulation Bill Advances in California - PYMNTS.com https://bit.ly/3XxXBkL

California's Looming AI Regulation Threatens Innovation With Senate Bill 1047 set to enact stringent regulations on AI models, the future of innovation in California stands at a crossroads. The proposed law’s ambiguous language and sweeping definitions would hand over significant control to a new government body, thereby imposing extensive compliance and legal challenges on startups and AI researchers. The consequences? Potential job losses, a concentration of power amongst established tech giants, and a chilling effect on the development of cutting-edge AI technologies. Moreover, the bill raises critical First Amendment issues by subjecting AI code to potential prior restraint and penalties after deployment. Is your business ready for such a regulatory landscape? Don’t let bureaucracy stifle your innovation. Understand how automation can streamline compliance and drive efficiency. “The promise of generative AI technology to transform companies, industries, and societies is leading tech giants and beyond to spend an estimated ~$1tn on capex in coming years, including significant investments in data centers, chips, other AI infrastructure, and the power grid. But this spending has little to show for it so far. Whether this large spend will ever pay off in terms of AI benefits and returns, and the implications for economies, companies, and markets if it does—or if it doesn’t—is Top of Mind.”
