A new research paper by Chatham House takes into consideration the evolving #cyberthreats that the #civil #nuclearsector faces in peacetime and during conflicts. It outlines key #vulnerabilities in the sector including the use of older or bespoke software, a safety culture insufficiently attuned to digital and #cyberrisks, and the emergence of novel risks around the use of small modular reactors (SMRs) and microreactors. Also, the paper outlines existing international legal frameworks that are relevant to the #civilnuclearsector, offering protection from cyber threats and suggesting steps to enhance #cybersecurity. These steps include doing more to interpret and leverage international law in the relevant areas and enhancing operational protections such as cyber #incidentresponse planning. The paper underscores that the Nuclear Reactors, Materials, and Waste Sector, recognized as #criticalinfrastructure by the U.S. Cybersecurity and Infrastructure Security Agency (CISA), is facing significant cybersecurity vulnerabilities. As our smart TV home screens gravitate to global viewing, it stands to reason that expanding the Geo-Block ban on the audio-visual sector must include expiration of regional licences and introduce one single content licence. Not just for Europe, but for every streaming territory as a whole. Although much can be said about content quotas, they are in fact near-sighted to the fact that technology and consumers are driving this demand because of the content choices audiences are making. Netflix features content in over 60 languages, with 80% of the platform’s users claiming to use subtitles at least once a week. This implies that content providers would be compelled to make movies and TV shows unlicensed in one country but sold in a neighbour available on the same streaming service on the same device in Amsterdam or Sydney. Big tech and social media companies have come under fire for their failure to adequately address the risks posed by disinformation and artificial intelligence (AI) deepfakes to the integrity of elections in the UK. The Joint Committee on the National Security Strategy (JCNSS) said big tech companies had responded to the committee’s inquiries on the risk to democracy posed by AI deep fakes and disinformation with “opaque and diffuse” statements that made it difficult for them to be held to account. #deepfakes #AI #elections #disinformation #misinformation #bigtech

📢 🇬🇧 Ofcom Report on the future of DTT & Universal TV 📜 On 9 May, UK regulator Ofcom published a report on the future of TV distribution, looking into market changes that may affect Digital Terrestrial Television (DTT). ✅ Key findings: ✔ people are spending less & less time watching TV broadcast over DTT ✔ Distribution costs over broadband & DTT are rising, at some point it might no longer be economically viable to support DTT ✔ Ultimately this is a threat a to the universality of public service TV ✅ Ofcom sets out 3 broad approaches to delivering universal TV in future: ✔ Investment in a more efficient DTT service ✔ Reduce DTT down to a core service (e.g. main PSM) ✔ Move towards DTT switch-off over in the longer term (2030s) 💡 What is needed? 📅 A clear & careful planning to ensure that no audiences are left behind.  🤝Cross sectoral collaboration. 🆘 Significant consumer support. 👉 A must read report for EPRA members, particularly those who also, like the UK, have major DTT infrastructure underpinning their broadcasting ecosystems

Police Scotland chose not to consult the data regulator before deploying its cloud-based digital evidence-sharing system, despite identifying a number of “high risks” with the data processing, freedom of information disclosures have revealed. The disclosures also show that although the Information Commissioner’s Office (ICO) had previously been informed of the risks and acknowledged them, it was asking for clarification on their seriousness and why a formal consultation was not sought nearly three months after the system’s pilot deployment with live personal data. The correspondence disclosed between Police Scotland and the ICO reveals the force believed it was not necessary to formally consult with the regulator about DESC because there were “mitigations” in place and there was “ongoing and detailed engagement” with the regulator. Across democratic societies and across political divides, there is consensus that independent journalism is essential for a healthy democracy. Yet unaccountable big tech firms continue at every turn to undermine the ability of publishers to invest sustainably in quality journalism.  Professional journalism requires funding and advertising is a key revenue stream for many publishers. Reports that Apple’s iOS 18 could include a ‘Web Eraser’ tool that automatically blocks adverts and selective edits content is extremely concerning. Ad blocking is a blunt instrument which could lead to consumers missing important information as well as frustrating the ability of content creators to sustainably fund such their work. Not to mention raising questions over editorial accountability, if tech giant AI tools selectively remove or garble content and context from articles.   Rather than seeking ever more creative ways to protect their own profits, while defunding content creators and journalism, big tech platforms such as Apple should be working with news publishers and others to support free markets, democratic values, and institutions. Regulators - including the new Digital Markets Unit - must use their powers to ensure those with dominant positions in a market support the creation of quality content – for the benefit of consumers and businesses alike. #news #publishing #apple #tech #democracy #ads

ICO police cloud guidance released under FOI Long-awaited guidance from the UK data regulator on police cloud deployments highlights some potential data transfer mechanisms it thinks can clear up ongoing legal issues, but tells forces it’s up to them to decide if the measures would work https://lnkd.in/dtFi6fXQ This follows Microsoft admitting to Police Scotland it cannot guarantee the sovereignty of of UK policing data: https://lnkd.in/dcgaw7gn ... Released by the Scottish Police Authority (SPA) under freedom of information (FOI), the advice sent to Police Scotland – which comes over a year after Computer Weekly revealed its Digital Evidence Sharing Capability (DESC) pilot was rolled out with major data protection concerns in January 2024 – provides further detail on the ICO’s stance that UK police can legally use hyperscale public cloud infrastructure. While the regulator previously confirmed to Computer Weekly in January 2024 that it believed UK police can legally use cloud services that send sensitive law enforcement data overseas with “appropriate protections” in place, it declined to specify what these protections are. The advice released under FOI now clarifies that the ICO believes compliance can be achieved through the use of interrelated international agreements, namely the UK’s International Data Transfer Agreements (IDTA) or the Addendum to the European Union’s Standard Contractual Clauses (SCCs). The ICO advice – signed by deputy commissioner Emily Keaney – further explained the kinds of data protection due diligence it believes are required by police forces to ensure the data flows are properly mapped and authorised, and also clarifies the pathways through which the US government can access the policing data via the Cloud Act; which allows US authorities to access data from communication providers operating in its jurisdiction under certain circumstances. However, data protection experts have questioned the viability of these routes, claiming it is not clear how the ICO has concluded that these controls – which are rooted in the UK General Data Protection Regulation (GDPR) rules – can also be applied to strict law enforcement-specific rules laid out in Part Three of the Data Protection Act (DPA) 2018, and whether these mechanisms can in fact prevent US government access. Despite forces looking to the ICO for guidance on the matter, the regulator was also clear that it is up to the data controllers themselves (i.e. the policing bodies involved in DESC) to figure out and decide for themselves if these protections would in fact make the data storage and processing taking place legal. ...
