The Land Management for Sustainability (LAMASUS) Project will provide tools and design processes allowing EU policymakers to assess the impacts of future land-use policies ahead of their implementation, and so make informed choices for European agriculture and land use, as well as the global climate. As part of the European Green Deal, and in line with European Climate Law, the EU has set itself a binding target of achieving climate neutrality by 2050. The land use sector can play a key role in achieving these goals as it has more potential for carbon sequestration than any other sector – it is in fact already removing 7% of all EU emissions. Using land to capture carbon is not an easy option – land as a resource is subject to heavy competition to provide food security, preserve biodiversity, and accommodate living space as well as infrastructure. EU policies that prioritize one use over others need to be carefully designed in an integrated approach accounting for diverse societal demands and the synergies and trade-offs among them. To ensure that the project meets the EU’s policy needs, representatives from five different departments of the European Commission, as well as noted experts in land use and agricultural policy have been invited to join the meeting and oversee the project’s progress in the form of a Policy Advisory Board. “LAMASUS will create a new level of societal engagement in which local actors contribute to the design of effective and efficient EU policies for climate neutrality and serve as an exemplar for other policy processes within the European Green Deal,” concludes LAMASUS principal investigator and IIASA Integrated Biosphere Futures Research Group Leader, Petr Havlík.

📢#LAMASUS_EU partner Raja Chakir and colleagues from INRAE presented their work on the effect of the French consolidation policy on the decline of hedgerows in the countryside. Land consolidation is a standard policy instrument to reduce the fragmentation of farmland by spatially redistributing land ownership. A concern is that this policy may affect biodiversity and sustainability. Using a staggered difference-in-difference setting to a longitudinal survey in Lower Normandy, France (1972-2010), Chakir and colleagues were able to demonstrate that introduction of this policy was responsible for 17% of hedgerow decline, challenging the narrative that the consolidation policy is a leading cause of hedgerow decline. 📢 The #LAMASUS_EU coordination team shared the project´s key output with key stakeholders from the EU: DG Agri, DG ENV, DG CLIMA and Eurostats. The LAMASUS project is focusing on the contribution of the land use sector to 🌍 climate neutrality. The project will deliver evidence on land use and management 🌽 and the dynamics in the past decades in the EU. It will also improve the understanding of the role of policies in changes in land use and management, and their socio-economic and environmental impacts, by developing an integrated policy modeling framework 🔃 with full sectorial coverage from agriculture and forestry to the whole economy, accounting for all sustainability dimensions, at multiple scales (land use actors, country, EU level, global). The project will develop a novel governance model from policy formulation to implementation to monitoring, that is based on multiple stakeholder dialogues 👨🌾 from the European Commission level to local administrations. LAMASUS mapped land use and management intensity for crops, grasslands, forests, as well as attainable yields and soil content in carbon and nitrogen across the EU. Franz is an expert in agricultural and food policy, environmental and resource economics and risk management. Within LAMASUS, Franz leads WP1 - Multilevel Stakeholder Dialogue and Innovative Governance Approaches. #LAMASUS_EU is excited to share key insights from the second Stakeholder Board Workshop that was held in March 2024! Simon Kay from DG CLIMA presented the challenges and complexities associated with EU land use policies in the context of climate change mitigation and adaptation. His presentation covered anticipated changes in land use as the EU progresses towards climate neutrality, outlining the potential hurdles ahead. Simon provided an overview of the anticipated carbon sink for various sectors by 2040. He emphasized the interconnectedness of climate, biodiversity, and land use policies, highlighting the necessity of robust monitoring to understand their interdependencies. Furthermore, he introduced upcoming policy tools, such as the Climate Target Plan, LULUCF, Carbon Removal Certification Framework, and the proposal for a Monitoring Framework for resilient European forests. Again, there is a need for monitoring to check compliance with these targets. LAMASUS stakeholders raised concerns, including the heightened bureaucracy for farmers, and different policy objectives hampering clarity and flexibility. Questions were raised regarding why agroforestry is not counted towards carbon removal, the role of wood as a construction material, and the role of satellite monitoring systems to measure carbon potential. Simon addressed these issues by highlighting the importance of agriculture in carbon sequestration and discussing potential policy approaches. He emphasized the need for balanced policies that consider both climate goals and nature conservation, while also acknowledging the importance of protecting individual farms and minimising bureaucratic burdens.
